The cruiser <strong>USS Leahy <\/strong>was tying up to a pier and there was a seaman on the pier, attempting to catch the rope from the sailors above. Once looped around and secured, he put this sheet metal collar device on it. I asked him what it was and why he was doing it &#8230; he looked at me like I had 3 heads and said, &#8220;rats.&#8221;<\/p>\n<p>You learn something every day.
